Ambassador Khojesta Fana Ebrahimkhel welcomed and thanked Ambassador Nasir Andisha who took the time to attend the first global Conference on Protecting Civilians in Urban Warfare. At the Conference, Ambassador Andisha shared the perspective of the government of the Islamic Republic of Afghanistan with the audience, which included representatives of several States, international organizations, civil society, and survivors.
The goal of the Conference was to draw attention to the urgent need to better protect civilians in Urban Warfare; to better support the efforts of States to develop a political declaration as well as operational policies in conformity with international humanitarian law; to strengthen the collection of data on civilian casualties; to identify and share good practices for mitigating the risk of civilian harm; to call on all parties to armed conflicts to take combat outside of populated areas and to appeal to States for adopting policies and practices to avoid the use of explosive weapons with a wide impact area.
Ambassador Andisha explained to the participants of the Conference about the National Civilian Causality Prevention and Mitigation Policy of Afghanistan, which was adopted in 2017 and implemented since then. He assured of the Government’s full implementation of the policy and the Afghan National Defence and Security Forces’s fully adherence to its provisions as well as the principles and norms of International Humanitarian Law.
